Missing Persons
In the 60s and 70's, it took a very good
private investigator to locate missing people. The work
was intensive and also very expensive for the client. In those
days, there were no searches on massive
computerized databases then available to the
investigators or the public. Often there is a requirement to
find people who have skipped whilst owing money to
creditors.
The information you need is now often only a
keystroke away, but not always. The online search may
instead just reveal to you sufficient information to
enable you to conduct further research through other sources.
Remember that an online search in itself is not an
investigation. Other lines of enquiry may be necessary
particularly for a private investigator who may need to
further verify the accuracy of his information to the
clients satisfaction.
The most effective search to locate a
missing person is with a Social Security trace. It is necessary
to have the persons SSN and this starts off the enquiry.
Social Security Tracing
is not regulated by the Fair Credit Reporting
Act. This means that it is not a restricted search.
It does not require permissible purposes under the federal
law. There are however some state laws that have
superceded the federal law. In a few state such as
California, a Social Security Trace requires that a
notification footer be created every time a Social Security
Trace is run. What that means is that a record is kept on the
bottom portion of the credit bureau file of the company running
the SSN Trace.
The SSN is provided when

Credit is extended to a person.

As a direct result of applying for employment
-
As a direct result of a credit provider/bank
attempting to collect a debt ( this is where
they have located the person with a skip trace
then provided the new address to a credit bureau.

When a person applies for insurance cover.
-
When applying for utility services; electricity,
gas or water.

Also when an investigator uses the National
Identifier to trace the person in order to obtain
the SSN.
Only 3 credit bureaus offer such a trace
They are TRW, CBI and Trans
Union.
